[regrep-cooperating] Some Roles that need Actors

Team,

We need to start managing issues and use cases. I propose that these are
two separate Excel spreadsheets.
For issues we can use the template from the main TC issues list. For use
cases we need to create one (ideally borrow from another TC).

I am looking for team members to take ownership of these two roles
(issue keeper, use case keeper). Please let me know if you can take one
of these roles. Once we have the roles assigned, I propose that the
person go through past emails and fill in the initial list of use cases
and issues.
