Sorry for over delaying of my response.

APPROVE.

Just one thing - it says:
	Address requirements raised by committee members and by the
	joint OASIS-UN/CEFACT Requirements and Technical
	Architecture Committees; 
Karl sent out a few days(weeks?) ago that they couldn't
make a joint committee between OASIS and UN. So I'm wondering
if this statement is still true or not. But it's trivial, dont' bother.
