Kathryn,

I can clarify: We (the TC) would have no involvement in the pilot. The
execution of it would be done by the Working Group that I described
below. All of the pilot projects to date have used vendor products,
because (I believe) part of the objective is to highlight the
availability of such products for use by the federal government. My aim
here was simply to get a sense of whether folks thought it would be a
good/bad idea before I proposed it.
