It seems that all the functions they have identified are fulfilled by 
ebXML Registry already.

Maybe some day in the future the ACORD participants will decide that it 
may be much easier
if they endorsed and adopted a common Registry and Repository standard 
instead of defining
messages that glue disparate standards together. The former being a long 
term strategy and the later
being a tactical solution IMHO.

It should be noted the standards based approach is the way that HL7, 
IHE, Open GIS and other
verticals have gone about it.
