No, there is no standard way to associate a RELAX NG schema with an
instance. This was discussed by the TC before the 1.0 spec was released. The
document "The Design of RELAX NG" has a section that explains why from James
Clark's perspective:

Hello,
  may be I have overlooked something in the specification,
but what is the standardized way or best-practice to say that
document "a.xml" must conform to a RelaxNG schema
available at "http://www.my_schemas.org/a.rng" ?

Something like "<!DOCTYPE ... SYSTEM ... " for DTDs
or "schemaLocation" resp. "noNamespaceSchemaLocation" for
XML Schemas.

A processing instruction?:
<?relaxngSchema href="http://www.my_schemas.org/a.rng" ?>

Or some extra attribute?
