No.  Every identifier must be defined and referenced in a single instance 
document.  DTDs have this restriction and RELAX NG merely keeps 
compatibility with them.

Use of XSLT (or XQuery) is a good idea.  Although there is a plan to develop 
another spec of the RELAX NG family, its future is not clear yet.
