appliesTo is an attribute that is on every PolicyAttachment.  It is a required attribute.  It is defined in the schemas for the PolicyModel in the appendix of the Foundation Document.  The Foundation document defines all the models and the schemas for those models.  However, it does not provide any concrete examples for any of the models or any aspects of those models.  It is purely definitions and the textual explanations of those models.

The Atom Binding Document however does provide some examples. But the appliesTo parameter is never called out specifically in any of those examples.  This is also true of many other parts of the defined models.  In fact, overall there is not a Policy example that this could be made a part of.  

I am not sure we need to provide an example of appliesTo within the context of these documents.  It could be said that the simple definition within the schema is definition enough.
