Change draft for #186: Engineering system behavior

I pushed a change draft for Issue #186: “Ensure spec conforms to philosophy around not specifying result mgmt. behavior”:

We will move its adoption at TC #28 on Wednesday November 28^th.

 

This was a quasi-editorial change to ensure that the spec did not impose hard requirements (SHALL statements) on engineering systems. It turns out there was only one such requirement, in §3.21.6, “file.roles property”. I changed the SHALL to SHOULD:

 

If any of these role values are present but baselineInstanceGuid is absent, the engineering system SHALLSHOULD provide out of band information that determines the baseline run.
