I think the motivation behind defining conformance targets, statements, etc, is to aid testing of the compliant implementations and not testing of the specifications themselves. If a specification for a binding type or an implementation type does not include all the required functionality, that specification is just incomplete, and the TC developing that spec should do the needful - that's all. I don't think we need a testing framework for ensuring completeness, integrity, etc, of the various SCA specifications themselves.

I am not sure why this has to be a conformance target for Assembly.
The Assembly spec should define the rules for extension, and generically what is required of a binding and an implementation type, but surely each binding and impl type becomes a conformance target in its own right, and in its own spec?

I'd like to add one additional class of conformance targets to the ones identified in Martin's proposal:

- Other SCA specifications

I have seen a couple of examples of this type in the Assembly specification.

These cases cover specifications for the extension elements of SCA, principally - ie Implementation types and
Binding types.  The requirements are for the specification to define functionality explicitly.  If the function is not
specified in those documents, there is a hole.
