Incorrect section numbers in sca-assembly-1.1-spec-cd01-rev1

Some section numbers are messed up in the subject document.
Chapter 9 (Binding) seems not to be tagged correctly as a
major section heading, so its section number is blank.
Following this, all the remaining section numbers are wrong.
For example, 9.1 is incorrectly numbered 8.5, 9.2 becomes 8.6,
10 (SCA Definitions) becomes 9, and so on.
