I have updated the RDDL you had sent out and fixed a few things in it. 
I'll update the zip file to contain two different RDDL docs:
sca-1.1-rddl-200903.html and sca-1.1-rddl-200903-newtemplate.html

The TC admin can pick which ever is the correct format.
