Subject: [NEW ISSUE] Section 12 does not require an SCA Runtime to raise an error inall error situations

Description:
In the material dealing with Error Handling
in Section 12, the normative statements have been drawn up in such a
way that an SCA runtime is not required
to raise an error for invalid content and configuration of the SCA domain.
This is caused by [ASM14001] being a
SHOULD and [ASM14003] being a conditional MUST, leaving a gap
through which an SCA Runtime could legitimately
avoid raising an error at all.
Proposal:
Add a new normative statement at the
end of section 12.1, immediately before section 12.1.1:
An SCA Runtime MUST raise an error for
every situation where the configuration
of the SCA Domain or its contents are in error.
The error is either raised at deployment
time or at runtime, depending on the nature of the error and the design
of the SCA Runtime.

Adding this statement then removes the
need to state that the SCA runtime must raise an error for each case where
some other
normative statement is violated. An
error is simply any violation of the (mandatory) normative statements in
this specification.
