Don't think we need a separate doc - change normative statements in spec

Would like to see less (none) language specific details in Assembly spec
 
...these language specifics should be somewhere else (but don't know where)

As noted before we can't have a Test suite without at least one implementation

Test suite has to exist and must be available - but don't think we can dictate how
MikeE:
More impact on Siemens - propriety language for embedded systems

But what advantage to claim conformance with SCA?
Sanjay is not on call so don't know if he would modify the porposal?

ASSEMBY-149 - similar but wrt binding - any comments on this?
