NEW ISSUE: schema location errors in Test 2003

DESCRIPTION: 

This is similar to the problem reported with Test 2002. Test 2003 attempts to test schemaLocation but contains an error. The WSDL Service1b.wsdl has a schemaLocation attribute set to: "xsi:schemaLocation="http://test.sca.oasisopen.org/ http://www.oasis-open.org/committees/download.php/32378/Service1a.xsd". However, the dereferenced schema at has a target namespace of targetNamespace="http://test/".

Also, the schemaLocation "http://www.oasis-open.org/committees/download.php/32378/Service1z.xsd" exists and dereferences a schema

Update the schema and use a URL that returns HTTP code 404 for the second problem.
