TARGET: SCA Assembly Conformance Tests

DESCRIPTION: 

Multiple test contributions import and export the same
XML namespace. While a similar capability is defined in OSGi for Java packages,
this behavior is not explicitly defined in assembly. For example, a runtime
could interpret this as a cycle and throw an exception.  

PROPOSAL: 

Remove the import/export pair or define its behavior as
a conformance item in assembly.
