NEW ISSUE: Need to add <externalAttachment/> to the schema for <definitions/>

TARGET: SCA Assembly CD05

DESCRIPTION:

The Policy TC resolved POLICY-93 [1] which includes the addition of a new
element to the <definitions/> element defined by the Assembly spec.  The
new element provides a central mechanism for specifying where/how intents
and policySets are attached to composites, components, etc.

PROPOSAL:
None at this time.  I will try to provide a marked up proposal before the
next Assembly TC call.
