Sorry if I was not clear enough. The question is about what is meant by "SCA runtime". Do the exit criteria require two *conformant* SCA runtimes per normative statement or simply two "SCA runtimes"?  Theoretically, one can argue an SCA runtime can only be called such if it is "conformant". However, in practice, there are plenty of vendors and open source projects claiming to have "SCA runtimes" that may or may not be "conformant". 

My point is it is better to clarify this part of the exit criteria than to leave it ambiguous.

Here is my proposal for the Exit Criteria for the SCA Assembly TC:


"The Concrete Exit Criteria for the SCA Assembly V1.1 specification are that
there shall be at least 2 independent SCA runtimes that are compliant
with each normative portion of the specification as described in Section
12.2 of the SCA Assembly V1.1 specification
"


This meets the terms of the Charter and I believe that it is clear and straightforward.
