TARGET: SCA Web Service Binding Spec (WD02 - sca-wsbinding-1 [1].1-spec-WD-02.doc) DESCRIPTION: If a binding.ws configuration specifies both requires="SOAP.1_2" and wsdlElement="blah#wsdl.binding(jms)" where the jms WSDL binding is a SOAP/JMS binding, then who wins? the WSDL or the intent?
