... and yes we should always keep it turned on so that folks can refer 
to them when raising issues/discussing them.

I think it would be. This is the problem that we have in the assembly 
spec too. The same thing is repeated number of times => chance of 
getting it wrong or being out of sync.

I would suggest using "..." for elements and attributes that are not new 
(inherited from assembly/policy. This would get rid of the clutter and 
focus the reader on BPEL-specific stuff, without being incorrect.

i.e.:

<component ...>

    <implementation.bpel process="xs:QName" />

    ...

</component>

Regardless, having <implementation.bpel> in bold would make sense.
