My concern is that the super-majority bar is too high.  It allows for a small number of people to effectively coerce the rest of the TC to at least review and discuss changes that are made.  We should be focusing on BPEL 2.0.  It's fine to allocate a bit of time to stay in sync with 1.1, but not at the expense of too much of our valuable time.

Anish, thanks for starting the mail discussion.

My point was that if there is enough pain in keeping chapter 4 in sync then
it should not be a problem to get a super-majority for any revision of this
motion. So the normal TC process can handle it.

Due to lack of time we tabled the main motion and amendment. Since we
did not have consensus on the amendment, I would encourage folks to
discuss this on the mailing list. We'll take this up again next week.

main motion: leave chapter 4 as-is and mark it as non-normative, keep
chapter 4 in sync with the rest of the spec

amendment: If the work of keeping chapter 4 in sync is too onerous then
we remove chapter 4 (support for BPEL 1.1)
