Mike: Here is a proposal to add a new normative statement to section 2.1.1 - this would be immediately before [SBPEL2001]
 
[SBPEL2023] If a partner link element has an sca-bpel:ignore attribute with a value of "true", then the introspected component type for the WS-BPEL process MUST NOT contain a service or a reference element which relates to that partner link element, irrespective of any other aspects of that partner link.
