Folks,
It was changed in line with the split
of the specs into a general Annotations & APIs spec and a specific
SCA "POJO" spec. The
Annotations & APIs spec is intended to apply to a wide range of other
Java
C&I specs including Spring and JEE
- and not all scopes are supported in those - so the set of scopes
was made optional for this general case.
The SCA POJO spec still says that all 4 basic scopes are mandatory.

Pete, you asked on today's call when the Java spec change scope support
from mandatory to options. From looking at old versions on OSOA,
this happened between 0.95 and 1.0. I have not gone back in the OSOA
archives to determine why this was changed.
