DST changes in the US on March 8

Thanks to Anish for remembering that daylight savings time is beginning
in the US on March 8, when the clocks are advanced forward 1 hour (in most
places). 

The C and C++ TC call is scheduled on US time - 11:00 to 12:00am Eastern
on Thursdays, so for participants in Europe, the call will begin 1 hour
earlier than usual for March 12, 19 and 26.
