From reading the text in this section,
I think it's referring to an implementation that does not contain any @Reference
or @Property annotations. However, there could be other SCA annotations.

In the 1.0 Spec, section 1.2.7 describe the the rules for determining the
properties and reference for Unannotaded Implementations.
Please consider the two scenarios :
1.No @Reference and/or @Property or anyother SCA annotations
2.Partial usage of SCA Annotations with some unannotated references
Witch of this would be considered a "Unannotaded Implementation"
?
Is an Implementation considered Unannotaded only when there is no SCA annotations
present on the implementation artifact ?
