Subject: Clarification about "Unannotaded Implementation"

In the 1.0 Spec, section 1.2.7 describe
the the rules for determining the properties and reference for Unannotaded
Implementations.
Please consider the two scenarios :
1.No @Reference and/or @Property or
anyother SCA annotations
2.Partial usage of SCA Annotations with
some unannotated references
Witch of this would be considered a
"Unannotaded Implementation" ?
Is an Implementation considered Unannotaded
only when there is no SCA annotations present on the implementation artifact
?
