TARGET: Java Common Annotations and APIs, WD 04, section 6.7.1
DESCRIPTION: Need normative rules for stateful callbacks
Section 6.7.1 describes stateful callbacks using the style of
a series of examples. This is not satisfactory, as examples
can never be normative. Instead, this section should contain
normative rules, with examples used to illustrate the rules.
