I'm tempted to grab this one for the Assembly TC.

This is such an over-arching question that I really believe that it is a question for the whole architecture, best answered
as part of the Assemb,y work.  I also note that binding.sca is specifically dealt with by the Assembly TC ( and this was a
point of debate in the F2F review of the charter last week).

You are raising a great question.
 
Historically, while individual bindings such as WS binding, JMS binding, etc, are addressed by the Bindings WG/TC, it has been within the scope of the Policy WG/TC to define selection (and configuration, etc.) of bindings for internal wires based on their policy metadata. However, there are certain aspects such as the one highlighted by the proposed issue below that seem to be unrelated to the Policy Framework as such and thus may belong else where (perhaps to the Bindings TC or even the Assembly TC).
 
I have copied the chairs of the SCA Bindings TC and the SCA Assembly TC on this thread since we do not yet have a clear forum and mechanism for discussing issues concerning more than one OpenCSA TCs.

Are we sure that this should be part of the policy specification?  As opposed to the binding specification?

TARGET: SCA Policy Framework

DESCRIPTION: It is not clear whether presence of binding.sca can always be assumed for internal wires, specifically when standard bindings are associated with either end of that internal wire.

PROPOSAL: Add the following semantics to the specifications:

For internal wires, it should always be possible to use bindings.sca regardless of which standard bindings are associated with that internal wire. In particular:

A> When a component service uses a standard binding (e.g. binding.ws), it should be possible for a client from anywhere (with right permissions, etc) to communicate with that service using the standard binding, irrespective of whether that component service is promoted to the domain level or not.

B> It should always be possible to use binding.sca for internal wires, irrespective of which standard bindings, if any, are associated with either end of that internal wire.
