I have a concern that this approach
doesn't provide all the capability that is needed for external policy attachment.
What is described in Michael Rowley's
note below (if I've understood it correctly) is that EACH CONTRIBUTION
must EXPLICITLY indicate which "external
policy" files apply to the contribution.
I think this misses what I envisaged
as a key use case:
The ability for a system administrator/deployer
to define a set of policies that will be applied globally to all
contributions, without the need to mark
each contribution individually. This:
a) avoids the need for explict actions
on each deployment
b) allows changes to be made globally
by changing the external attachment documents themselves without
the need to revisit every deployment
Now - I understand that making a change
of this type is VERY significant. It could require the reployment
of the
entire domain in the worst case. However,
if that is what is required, then its required, however you go about it.

I'll repeat some of what was said on
the policy TC call here, so that we have it in the thread.
I believe that every artifact, including
the external policy file proposed here, should be associated with a contribution.
However, this does not mean that the external policy file needs to
be packaged with the contribution. We already have the precedent
of the addDeploymentComposite() logical operation, which allows a deployer
to create a deployment composite and associate it with a contribution.
This is useful, since _any_ work by the deployer should not
require that the packaging of a contribution be broken open. I think
this file should be similar. I don’t know if we should generalize
the addDeploymentComposite() to take multiple kinds of things, or add an
explicit new operation like addExternalPolicy(). Either would work
for me.
