During the last teleconference I took an action to
"trace" the discussion of external attachments to see if I could find where we
had discussed removing the "direct" attachment mechanism, retaining only
"external" attachments. This topic has been mentioned off & on several times
and Sanjay and Anish actually put together a proposal. However it does not
seem to have been discussed beyond its introduction on
2008-8-25.

I think what happened is that we got tied up with the
"Push" vs. "Pull" debate and the proposal to remove "direct" attachment did not
get incorporated into that proposal. POLICY-15 was open for very nearly 1
year and discussed/mentioned during virtually every teleconference - there were
a LOT of issues that needed sorting out. I think the "direct" attachment
discussion just fell through the cracks.
It would probably be better to open a new issue for
this and review Sanjay and Anish's proposal again.
