reference implementation

The discussion on SRU about a reference implementation deserves some discussion among us.  I am not aware of this as an OASIS requirment. Matthew since you mentioned it can you point us to the requirement?  We need to understand how "rigorous" it needs to be, as it would be a signifcant burden to implement the whole spec particularly before there is any guarantee that it will be a standard. 

I'm wondering who among us might be a candidate to produce one of these, and the only person who comes to mind is Tony ....
