If XKMS gets accepted by the membership and staff as a useful work item, a working group would be created. SOAP is an example of this process at work. SOAP was submitted as a Note, and then the XML Protocol group was started to generate a spec centered on SOAP. The XMLP group is a huge effort (about as large as ours) that has gone back to do a requirements phase all over again. If we want to point to XKMS-or-its-successor, we'd do better to point to the Note if we want stability.
