[security-jc] Invite Krishna as a observer

JC members:

You're probably all aware of the new OASIS Technical Advisory Board
and they role that the TAB will be playing at OASIS. Krishna Sankar is
a member of the TAB, and has been tasked with writing a preliminary
architecture for security that will be the basis of the security
workshop the last week of August. In order to get propoer input for
the architecture and the workshop program Krishna would like to
participate in the JC. One of the TCs that he is a member of should
nominate him as a JC member, but until that happens I recommend that
he be invited as an observer (which is also my status) in the JC.

Phil: Can you put this on the agenda? or perhaps issue some sort of
executive decision to invite him to the JC meetings?
