[security-jc] Past Conference Call Votes

During the last SJC teleconference, attendees voted against having
a face to face meeting. In trying to perfect the minutes and looking
closely at the attendance list, it has become clear that we fell short
of the quorum needed to take any action.

To finalize this matter, I will place this issue on the agenda for our
next call. In future meetings I will poll the group based upon TC
representation, rather than relying on the number of attendees.
