In terms of "signing up to join subgroups", my interpretation is that we're
indicating those groups we're interested in making substantial contributions to,
and the tacit assumption is that many of us will be participating in discussions
in and reviewing the products of subgroups that we we didn't "sign up" with. 

Does this jibe with others' interpretation?
