Jeff's recommendation was "folks who've participated in specifying prose and/or schema that's been reflected in the docs". Jeff's formulation resulted (I hope) in people who actually contributed content directly being listed on page 1, and people who were voting members of the TC being listed in the appendix. I reused Phill's "thanks for the contributions" appendix wording because it seemed nicer than just saying "these people were on the group".
