This was an unspoken concern of mine early on, and it puts the entire complement of specifications into a sound perspective. (Note: I didn't intend to start with agreement and commendation. I must be slipping!") * In the second paragraph of SubSection: *Enablers for Optimization: *the parenthetical phrase "(how to represent cost, time, and cost)," is clumsy. Perhaps "(how to represent cost, time, and intended result)," might be better.
