Thank you for bring this issue to our attention.  WSQM is heading the right direction in addressing the Web Services quality issues with the upcoming Web Services Quality Factors (WSQF).  I agreed with you that the SOA-EERP Business Quality of Service (bQoS)  specification can be aligned with your WSQF , and two specifications can be aligned well. 

You are welcome to use our BQoSPrice and BQoSPerformance elements defined in our bQoS  specification with the namespace of "http://docs.oasis-open.org/ns/soa-eerp/bqos/200903";, as these two elements are defined as global elements in the schema and can be used independently.  

Also, these two elements all have extension points like the following in the XML Schema: 

<xsd:any namespace="##other" processContents="lax" minOccurs="0" maxOccurs="unbounded"/> 

There is no need for additional extension element for now. 

In other words, both existing BQoSPrice and BQoSPerformance elements in the BQoS schema can be re-used in your WSQF to represent any sub-factors about Price and Performance without any changes. Our SOA-EERP TC would like to see our elements to be used in other specifications.  
 
In future version, we can work together to have a better integration between SOA-EERP Business Quality of Service specification and yours Web Services Quality Factors. For example, we can reuse elements in WSQF and reference them.
