Official comments can be made according to the announcement of the
release of the first public review draft.  The announcement basically
states that public review comments can be made from this url:

http://www.oasis-open.org/committees/comments/index.php?wg_abbrev=soa-rm

What we have done in the past is also accept issues that are submitted
to the SOA RA Subcommittee list and the issues manager.  A submitted
issue to the list must conform to the following format:

-The word of "Issue" SHALL be in the subject line of the email;
- Mandatory information (below) in the body of the message
   - Line or Line Range Numbers
   - Short descriptive title
   - Submitter
   - Suggestion (for change, new wording, deletion, etc.)

We'll discuss the format and issues manager on Wednesday's telecon.
