Governance decides that a policy is needed (the want'n stage)

Policy Management enacts the policy and business rules to instantiate
the policy (the gett'n stage)

Policy Management enforces and mediates the policy through the business
rules (the gott'n "ownership" stage)

Indeed, Bob, when you bought the house you had goals (e.g. having your
own place) and constraints (e.g. there were things you felt were
important in choosing the house) and you created an ownership boundary
in which your goals and constraints are realized.
