Thanks, Michael. I'll talk to Duane Nickull about the fix for the TC's
public page, where members of the public are being disappointed/insulted,
at every "click", with a report that the document promising to be available
at the advertised URI is actually AWOL.

Web architecture anathematizes arbitrary URI aliases; common courtesy
advises against publishing a "public" URI that members of the public
cannot access.
