Finally!
Here is the 18384-3 SOA RA Ontology DIS text.

This zip contains:
1. Markup
2. Clean DIS text
3. Disposition of Contents
4. OWL file (same as annex )
I applied a fix to the OWL that Open Group folks caught and changed the 'ID=' to 'about=#' in the samples and the OWL file.
I also created the mapping table between Part 1 and Part 3 and included where to look for information in Par 2. It is in the last Annex in Part 3. I Think were very consistent. I did find a few little things and noted them in italics. Where there is not italics the definitions are equivalent.
