Present: Stephen Green, Patrick Curran, David Marston (observer), Paul 
Rank, Kevin Looney.

Patrick asked Stephen how close we are to being finished.
Stephen:
  Maybe one more draft. Do we want to do a public review?
  We have all the content we need. What remains is wording, tweaking. 
(Eg., David has some comments about use of term "umbrella spec".)
  We have agreed (by default) that Section 2 is complete (today was the 
deadline for final comments).
     So: this is now approved
  Section 3 - room for additional comments, particularly on the sections 
most recently changed
     versioning, multiple specs, grouping?

We discussed the process for Public Review
   Vote to approve the doc as a committee draft
   Vote to approve it as a public review draft
   Public review period - 60 days
   (Allow time for OASIS to arrange public review)
   Gather and publish comments (show that you've tracked them)
   Process comments
   2nd public review possible (15 days) - comments on the changes 
introduced after the first round

We agree that we should do a review. Need to find out whether processes 
are different for "information documents"

F2F plans: primarily focus on markup
Delay public review until markup is stable? Not what we had planned.

Try to initiate public review within a month.
We would then have comments to discuss during f2f

Would we have to call it a spec in order to go through a review process?

This implies that the markup document is separate or supplemental
Our charter says we will do the markup separately

Are we ready?
Stephen: one more draft?
   Make this a target. Streamline.

Can we make comments ourselves during the review period?
No.

Do we want to have a Sun writer review and edit the document?
Stephen and Patrick: yes. After discussion, others agree.
Paul: talk to the writer and see whether he has any time to help.
If he can, he will need to join the TAG group. Then we can name him as 
an editor.

Aim for mid/end November to initiate public review cycle
