Maybe we can avoid the focus on "software", e.g. remove the term
"software" everywhere.

The first sentence alone seems to convey the intent (here with slight
changes), I would suggest:

"The primary audience for this document is the authors of specifications
and the writers of test suites as these are most likely to be involved
in writing or in understanding test assertions."
