Partial Proposal for TAG-1 Public Comment (lack of semantics on TA
constructs) and TAG-6 (conformance clause too narrow): 
proposed changes visible in red font, also in diffs:
- see Section 3 until page 17: semantic additions to test assertion
definition and to  normative source definition. Also a bit of reorg in #.1
and beginning of 3.2.
- see Section 5: conformance clause.
