I'm a bit confused as to how you lump 18 and 38 together as they address different aspects to my mind?
 
However I would be nervous about opening a can of worms by trying to slip in something at this stage. The whole question of re-balancing control feels like a huge area of controversy and one that would need a lot more research and evidence of change.  Bear in mind that if we do make any changes then it has to go out to Public Review again on those changes so we could open a much wider debate. Maybe it's something for the next version after we've had time to give it proper consideration?  Would you like to suggest what we might say now and where in the document please.

I’ve been thinking how we could better resolve comments 18 and 38..which leads to a more generic thought..
 
Many of the issues around privacy and sharing/exchanging of identifiers come down to a question of control.
 
The emergent thinking around giving back customers’ control of their data (Personal Data Ecosystems and the like), and having a ‘privacy and consent manager’ dashboard to manage those, offers the prospect of better information flow, and achievement of TGF objectives without compromising privacy principles.
 
The TGF neither precludes, nor promotes this approach, and thereby leaves the reader with a sense that ‘the government is still in control’ of the process, albeit a transformed process.
 
I think there is the opportunity to slip this in, and in so doing, better future-proofing the TGF for this more ‘macro economic’ trend of re-balancing the control between the State and the individual.

I have uploaded to the OASIS document repository a table with the initial tabulation of 51 comments received at the end of the 30-day public review of TGF v2 CSD Draft 03.
Responses were received from Patrick Durusau, Jacques Durand, and Mike Dunham of ACT-IAC, submitted via John Borras.
 
I have also indicated my preliminary responses as an editor – these are only indicative at this stage and will need to be discussed, modified, or agreed by the TC. I believe there are only half a dozen or so issues to consider as a TC.
