Indeed, in the last DTD I posted to the group, I included the same mechanism used in XHTML to allow for redeclaration of the prefix. There is a default prefix that is sugggested, but the DTD is also by default *not* prefixed. I don't think we really need XML namespaces (and the confusion they engender) that badly.
