The forms of identification which are able to realize/implement a given concept of identity in a given context can be very varied - and I agree very much with what Eliot has just said (both messages). The particular form of identification you need for XTM-type applications depends on your technical context. Some will permit/require the maintenance of a robust structure of indirect references as in Eliot's account. Some will require/permit the use of simple naming, eg linking chunks within a published CD to a thesaurus-with-definitions, with no requirement to maintain history. And there can be other solutions. The important property in a given context is being able to identify in that context. XTM will be fit for purpose if it allows a repertoire of solutions useful in its intended domain of application - and a combination of facilities for naming and referencing, like we have inherited from 13250, whilst not "pure", will probably do that.
