ditto, why do I need baseNames on my occurrences? they should be linked to
the relevant topic name by scope, no?

Why does associateTopic need a baseName ?
is that an error?

this excerpt validates in my XML editor

I would like to propose to the syntax group that the values for referent on
topicRef
cf
a. the <topic> is regarded as indicative of the subject,
          which means that the referenced <topic>'s subject is
          the same as the referring <topic>'s subject, so a
          single topic node should result from processing them.
          (referent="describesSubject")

       b. the <topic> is regarded as a topic node, which means
          that the subject of the containing topic is a node in
          a topic map. (referent="isSubject")

be changed  to 

a. "isTopic"
b. "aboutTopic"

Ladeees and Jah-entelmen,

We're proud to announce posting of a prototype XTM DTD (labeled "0.7") 
prior to the Dallas meeting. While the <mergemap> element was a bit 
rushed, the rest of the DTD represents the fair consensus of opinion 
reached during *many* hours of teleconference deliberations last week
between Steve Newcomb, Michel Biezunski, Sam Hunting and myself. I 
know the four of us are extremely proud of this accomplishment heading
into Dallas. We all learned a great deal during these discussions, and
I feel I actually understand this stuff (!) for the first time.

We hope to make some minor tweaks to the comments and <mergemap> elements
and attributes prior to the meeting, so if there's a weak point it's there.
