Steve,

Besides merging there is also
a process called "authoring" or "editing".
Suppose we had a topic map
of all XTM-ers.
We are lucky enough to have
all our names unique so far.
Now suppose that you have a new 
grandson and his name is Steve.:-))
Little Steve grows up and joins 
XTM group.
A dumb secretary just adds him 
to XTM-ers topic map.
A dumb software automatically
merges him with you.
You live eternally as V.I.Lenin.:-))
(lets also assume that you and Piter
just hate the "Jr." prefix)

It is especially true if he leaves with you in the
same house.

Also adding scopes to some
XTM-ers names, leaving others unconstrained
breaks symmetry.

Anything automatic and not idiot-proof is very scary.
For this reason I support Kall and Steve P. in their concerns.
But I also agree that Topic Naming Constraint is very 
important and necessary.
We should try to make a better job explaining people
difference between basename and occurrence
or we should think of a safer merging mechanism.
