[xtm-wg] Vote "yes" on motion to amend charter

I vote "yes" on the motion proposed by Eric Freeze to ammend the charter
as follows:

>MOTION: Alter the text contained in paragraph 3.6.1 of the TopicMaps.Org
>chart to read:

>"The Participating Members shall make all changes to this Charter and
>By-Laws. Only a Participating Member may propose changes to the Charter and
>By-Laws. Such changes shall require a two-thirds majority vote of the
>Participating Members."

The present structure of the charter poses several problems for the working
of the XTM authoring group, as those present this weekend can attest.  I
strongly urge the participating members to vote 'yes' on this motion so that
we may more effectively deal with those structural issues.
